(Day Care Special School and Rehabilitation Center )

Background of the proposal:

Since 2015 Garden Reach Institute For The Rehabilitation And Research  has started project day Care Special school and Rehabilitation Center  to cater to the needs of cerebral palsy, mentally challenged ,Multiple Disability and Autism children from slum areas of Kolkata Garden Reach Metiaburuz Slums. India has some 40 to 80 million persons living with disability, it is estimated that about 30 per cent of them are children below the age of 3-18 years. Garden Reach Institute for the rehabilitation And Research  has done extensive research and base line survey in the targeted area and has come with finding that there are more than 12 disabled children in the age group of 3-18 in a 1 sq km area. The findings of World Bank also say that there is atleast 1 disabled child in every 12 household. The criterion for getting disabled certificate according to the Government is given identified as physical and mental deformity of 45 % disability. Most of the disabled children are from the weaker section of the society and many of them come from illiterate family. A majority of them are either drop out of school or has never been school.

Challenge.

Descriptions of Focal  Problem there exist negative attitudes and social taboos against People With Disabilities ( PWD ) and Children with Disabilities (CWD’S) in many parts of the World and that includes Kolkata district in Garden Reach Slums. This leads to the neglect of theses vulnerable people hampering the developments of their GOD-GIVEN potentials. To Many parents , It is a waste  of resource and an unnecessary bother to sed the physically challenged such as the Deaf , the blind or the cripple to school. These children are usually marginalized.

Children with disabilities face multiple forms of discrimination which leads to their exclusion from society and school. Attitudes toward children with disabilities, as well as a lack of resources to accommodate them, compound the challenges they face in accessing education. While lack of access to school is an issue, an equal concern is the inability of the education system to ensure quality education for children with disabilities. 

 The main purpose of the special education will be to help the children to cope with daily/personal chores and start the process of formal education with an aim of mainstreaming in future. The physiotherapist will help the children with their physical coordination in order to enable them to lead a normal life. In specific cases, if needed, the special educator will visit homes of children to cater to them with available services.

Out of 101 there are 64 children who receive therapy intervention.

19 children with disability received regular therapy from Monday to Thursday, the other 45 divided into 4 group of child which comes once in a week on Friday and demonstrate them for home management technique. Sometime if parents are confused we visit the home of child and demonstrate them what we actually mean.

12 to 14 children receiving therapy per day and the overall children are 19 who comes alternate between Monday to Thursday.

According to condition providing the therapy time for example children with cerebral palsy takes 45 to 1 hr. to complete their therapy intervention and the other condition like developmental delayed or orthopedic etc. takes 15 to 30 mint.

Out of 101 there are 111 children who receive special education. Approximate 20 children with disability received special education 5 days per week, on the basis of  their condition and age level, there are 3 large group of 9+7(  by 2 special educator) that is total 16 in the 1st group, 4+3 that is total 7 in the 2nd group, 2+2 that is total 4 in the 3rd group. There are some hyperactive and autistic children who need Individual Educational Planning that is 1:1 ratio. So there are 8 children who are in the IEP class. These 35 children are almost regular. On every Friday there is sports and activity class extra 5 children participates with the regular children. These 5 children received only 1 class because they received special education from sarva siksha abhiyan resource center weekly 2 days. 25 children are in the profound level of IQ, so they need home based programs. Parents are trained once in a month special home management.

Special Educator and Physio Therapist: A Special Educator, a Speech Therapist and a Physio Therapist will be appointed who will go to these areas once in a week (every day in a particular locality). All these personnel would conduct special education classes inside the bus or any space available in the community. The purpose of the special education will be to help mainly the children to cope with daily/personal chores and start the process of formal education with an aim of mainstreaming in future. In specific cases, if needed, the Special Educator will visit homes of children to cater to them with available services.
